As a first step, perform a forced-restart of your iPad - and retest:

If your iPad doesn’t have the Home button, do the following:
- Press and quickly release the volume button nearest to the top button.
- Press and quickly release the volume button farthest from the top button.
- Press and hold the top button.
- When the Apple logo appears, release the top button.

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
Your Pencil and iPad will automatically regulate charging of the Apple Pencil while docked with the host iPad. While docked, the Pencil should be optimally charged; when maximum charge has been achieved, charging will stop until additional charge is required. This process protects the Pencil battery from being over-charged.
Removing the Pencil from the iPad - and then replacing the Pencil on the charging dock - will also trigger a recharge.
If the Pencil or iPad develop a fault, this optimum charging may not operate as expected - requiring some fault-finding.
The most effective route to identifying the issue is substitution:
- Try pairing and charging the Pencil with another compatible iPad. Does the Pencil demonstrate the same issue? If yes, the Pencil has a fault and must be replaced.
- With your own iPad, substitute the Pencil for another. Does the substitute Pencil perform as expected, or do you see the same Pencil charging issues? If a substitute Pencil exhibits that same issue, this would suggest that the iPad has an issue that requires further investigation.
