Recovery contact "not using iMessage"

I'm attempting to set up a trusted family member as a Recovery Contact, but get an alert saying they must be someone who uses iMessage. They do use iMessage, they have up-to-date software 16.3 on iPhone. Apple even helpfully suggests them as a potential Recovery Contact since they are part of my "family sharing" group. What can cause this?
