Apple Pencil skipping and creating dashed lines

My iPad is not working with any Apple Pencil 2. It seems to be unresponsive every other second creating dashed lines when drawing and not clicking on things unless pressed 4 or 5 times. It’s not an issue with the Apple Pencil. I tried my Pencil on another iPad and it worked perfectly and I tried a different Pencil on my iPad and the same issue persisted. It shows that it is connected and has 100% charge. Here is a picture of what it does when I try drawing a consistent straight line but the problem happens outside of procreate. It happens with all apps and on the iPad Home Screen as well. This happened before but updating my iPad solved the problem. This time, I updated to iPadOS 16.3 and the problem continued.
