How are you saving the photos in iCloud?

If you are using iCloud Photos to sync your photos with iCloud, you must not delete them from the Photos Library on any of your devices that are syncing with iCloud Photos. iCloud Photos is keeping the Photos Libraries on all devices identical. If you delete a photo from Photos on your MacBook Pro, iCloud will delete the photos also from iCloud and your Mac Pro to keep the libraries identical and in sync. And likewise, any photo you import to Photos on one of your Macs will appear in Photos on all your devices syncing with iCloud Photos.

To save storage on your devices with iCloud, enable "Optimize Mac Storage" in the Photos > Settings > iCloud . Then iCloud will remove high resolution originals and replace them by smaller versions for browsing, when you need more storage. Let iCloud manage the storage, but do not delete Photos on your own, unless you do not need them anymore.
