iPad A1460 won't connect to wifi

I have an old iPad with cellular and wifi (Verizon) model A1460, no longer connect to a Verizon account. It is on version 10.3.4

I know it's limited with regard to iOS updates but it will no longer connect to wifi. I tried disabling the 5gHz band on my Eero but that doesn't help. Tried putting Eero into legacy mode (turning off 6E), no luck there.

I finally was able to connect to internet via bluetooth hotspot with my iPhone and was able to turn off Find My and completely reset the iPad to factory. Still will not connect to WiFi.

Is it possible that the wifi radio is just shot?

Perhaps consider that the WiFi network, to which you are attempting to connect, may require support for security features that are not supported by older versions of iOS.
