Can the Apple TV 4K be set to never go off?

There is an idle sleep-timer that is separate from the screen saver. You can set that to ‘Never’.

Set the delay before Apple TV automatically goes to sleep - Sleep or wake Apple TV - Apple Support

You could set the screensavers to turn off “Never” and keep it running
