I encountered the same issue yesterday Jan 27, 2023, while on vacation.

I created a Share Photo album, then added a 313 Mb video file from iMovie app by Apple , then tried to activate “Public Website” using iPad and super fast fibre optic wifi. Likely because of the large file, or being in the Caribbean, screen showed “ publishing “ for hours.

I tried all the usual tricks, reboot, small file, VPN, cycle off on various slider switches…but nothing worked. Screen just returned to “publishing” for hours.

I’m just confirming the fix.

Fix

• Create and name a new Share Photo album
• Do Not ( repeat Do Not) add any photos, videos or files, not even small ones to the album.
• Activate switch for Public Website , it only took 4 to 5 seconds to finish “publishing”. Public Website slider switch stayed green , 🥳.
• Now add and post photos & video file as normal. Since my large video file was already uploaded to the iCloud, posting the large video only took a few seconds.
• Tested with friends and family … it worked.
