To trouble shoot further you can:
—Test issue in another user (or guest user) account Change Users & Groups settings on Mac - Apple Support
This will tell you if it a universal issue or isolated to your user/admin account.
—A SafeBoot How to use safe mode on your Mac - Apple Support will sort many anomalies
Login and test. Reboot as normal and test.
This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.

I have had this problem with sensitivity since purchase a couple years ago. Going to system preferences, touchpad and mouse was never helpful. While browsing, if my fingers remain within an inch or so above the trackpad, a dialog box may show up, the screen may switch to a different program or tab.
I downloaded Ventura 13.1 a couple weeks ago and the problem got worse. The trackpad & mouse sensitivity adjustment is gone. Even Mail is screwed up. Yesterday, Ventura 13.2 was offered as a download so thinking maybe 13.2 might help solve some of the problems caused by downloading Ventura 13.1. 13.2 made more problems and made the sensitivity problem worse.
