impossible to remove legacy contact

Whenever I try to remove my actual legacy contact, I get this error "recovery key is not enrolled with octagon". Any idea on how to fix this? I really need to change my legacy contact for safety reasons.

MacBook Air, macOS 13.2

I am having the same issue for almost a year. I cannot remove it either from my iPhone settings or Mac setting. Mac gives me the same error that you have. In iPhone setting, it just rotate and go back to prior screen without it gets removed. I started apple support ticket in the past and no follow ups. I started another ticket last week and still waiting to hear from apple support. Despite several iOS & Mac software updates, changing the devices, resetting & restoring devices, the bug do not go away. Apple support in the past confirmed me that it has something to do with apple iCloud account level issue & apple has to fix it. it is not related to our devices, but somethings at iCloud account level issue. Hopefully apple support team will fix the issue in upcoming updates, but no idea when it will be fixed. It is just frustrating that apple software support team are not fast to fix these software bugs.

We'd be happy to help you out with removing a legacy contact. To get started, make sure you're using the following steps to remove the legacy contact you're getting this error with:

Remove a Legacy Contact
You can remove someone as a Legacy Contact at any time in your Apple ID settings. 
• On your iPhone, iPad, or iPod touch, go to Settings > [your name] > Password & Security.
• On your Mac, choose Apple menu  > System Preferences, then click Apple ID and select Password & Security.

Under Legacy Contact settings, choose the contact’s name to see more options. 

Tap or click Remove Contact to remove them as a Legacy Contact. They won’t receive a notification of your decision, but you won't appear in their Legacy Contact list if they have an Apple device that includes this setting. The access key they received when you added them will no longer work.
