Unable to Set Custom Ringtones

I have had the ability in the past to set any song I purchased through iTunes as a custom ringtone but since this new update I lost the option to do it. It’s very frustrating because I bought so much music that I can’t even use! I keep seeing apple support post the same article but it’s not helping me at all. Going to the tone store DOES NOT WORK. Even tried downloading apps (that I’ve been charged for) and it STILL DOESN’T WORK. I even tried restarting my phone STILL NOTHING. Usually the option is at the top to create a new tone, again NOTHING. Can’t even use any TONES THAT I BUY as custom ringtones.
