Does iPhone 6 still get updates and can it be used as a phone ?

my Phone 6 has that update but it’s still asking me to update to latest version but I am getting error

An iPhone 6 is a phone, so yes it can be used that way.
The latest update issue about a week ago is iOS 12.5.7
You need a good strong Wi-Fi signal and the battery needs to be fully charged to 100%.
