Cannot access “about” (setting/ general/ about)

2. You mentioned that it allows you to access those settings for a few hours after restarting your iPhone, but do you notice this occurs after performing a specific action, or after using a specific app?
3. You also mentioned iOS 15.4.1 is installed, but the latest version for your model is iOS 16.3. You can verify this within Settings > General > About. In case you needed it, this link shows how to first back up, then Update your iPhone or iPad.
