Can I transfer downloaded music from my iPhone 11 to my new iPad 10 without using third-party software? Quick Start is not working.

I’ve just purchased an iPad 10 and would like to get the music that’s on my iPhone 11 over to the new iPad 10. It’s all downloaded, and I don’t have a subscription to Apple Music. I tried using the phone as the source for the iCloud backup and restore—extended storage, using Quick Start—but the downloaded music did not come over. Is there a way to get the downloaded music to my iPad without using third-party software? Thanks for your suggestions.

Music isn't backed up. See Sync your iPhone, iPad or iPod using your computer – Apple Support (AU)

or download the Music directly from the iTunes Store on your iPad.
