we have a cell phone 13 that my nephew purchased here in Houston texas he said it was T-Mobile phone however it says locked by original owner cause they are looking for it. We will take the loss because first my nephew shouldn’t have did this without my consent and next the owner obviously wants the phone back and it looks brand new how can I find them ?

Troubleshooting a Used Device:
If purchased from T-Mobile, then it probably is a returned item that was never disassociated from the previous owner's account. So, if applicable, go to T-Molbe where he purchased it, and have them look in to this.
