Hi all,
I've read this manual: Set up iCloud for Messages on all your devices – Apple Support (UK)
I've made sure that all my devices (iPhone, iPad, Mac's) are signed in to iMessage with the same Apple ID.
On all those devices Sync this device is on, but my iPhone can't be turned on.
Please advise.

Thanks for your reply and sharing some steps. Unfortunately, I've tried steps 1 to 3 several times, and on all devices I can sync messages, except on my iPhone (made sure every device is signed in to the same Apple ID)
