iPad stuck in recovery mode keeps restarting while trying to restorestuck in recovery mode

I recently bought an iPad from someone on Facebook that is stuck in recovery mode. when I try to restore using iTunes it restarts continually as it tries to restore so it never works. if I take it out of recovery mode it just gets stuck in a bootloop. I think it's corrupt software but I can't figure out a way to replace the software on it because it keeps restarting and booting back into recovery mode as soon as I start a program to restore. I also get error 4013 everytime

Your description suggests that the iPad must be restored to factory settings:

Restore all content to iPad from a backup - Apple Support


You’ll need access to either a Windows PC (with iTunes for Windows installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS).

Download and use iTunes for Windows – Apple Support

Update to the latest version of iTunes – Apple Support


Use of a PC or Mac computer is unavoidable. If you don’t have access to a suitable computer of your own, that of a helpful friend or family member will suffice. Alternatively, the technicians at the Genius Bar of your local Apple Store or Apple Authorised Service Provider (AASP) will be delighted to assist.
