“Safe Mode” has meaning in the Mac context. It means you bootstrap the Mac with only essential parts of its operating system.

How to use safe mode on your Mac - Apple Support


There is no such capability for iPhone.


Assuming this is your intended meaning of “safe mode”, then you are telling us how you’re trying to solve some issue. Instead you should tell us what the issue is, including all relevant parts of the scenario surrounding it.
