It sounds like you have an iPhone 6 or iPhone 6 Plus which is limited to iOS 12.5.7. It cannot install any higher operating system.
Do you have an iPhone 6? Not sure?
Settings > General > About > Model Name
If you do have an iPhone 6, it is time to look for a new iPhone that will allow you to install higher iOS versions so you can use the apps that you want.
