Why when setting my daughter with a new Apple ID under Family Settings she has access to my iCloud contacts and calendars? This is setting her my old phone as her new device.
PS : I have deleted the phone to reset before assigning it to her with a new phone number.
I am understanding you gave you daughter your old phone. It sounds like it may not have been erased completely. Try doing all the things as suggested in this document: What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support
