You’ll need to contact the previous owner and have them follow the steps “Unlock on the web“ at How to remove Activation Lock - Apple Support

This is per “Check for Activation Lock before you buy a device from someone else“ at Activation Lock for iPhone, iPad, and iPod touch - Apple Support
