I have the same exact issue and I have been calling every day for the past 4 days. I can't add my Apple Cash card to my wallet and Apple Support/Green Dot Bank confirmed I have no other devices linked to it. They cannot figure it out and will need an engineering ticket for a resolution (according to tier 2 senior advisor support).
This error occurred for me when I purchased a brand new iPhone 14 Pro Max and tried to set it up in my Wallet app. My old iPhone 12 Pro Max had the Apple Cash (which I removed) and now the card is saying "Card Device Limit" even though no devices are linked to it. This has been frustrating because it renders the Apple Card useless without rewards.
