Issue downloading things from japanese appstore

Hello

I have a problem with downloading apps from the japanese appstore. I changed my apple id region to Japan and when I try to download app that I need, the information pops up then Im returned to appstore from previous country. I dont have any balance on my account or any reason for it to do this
