Two factor authentication

My son recently lost his phone. When he tried to access his Apple ID it sends a code to his phone number the problem is he recently changed his phone number but didn’t change it in his Apple ID. He has no other apple products.

How can he recover his account

If he has no other trusted devices or numbers he will have to use account recovery:
