Bootable macOS Mojave

My Mac mini 2018 was pre-installed w/ macOS Mojave when new, but now runs macOS Ventura. I’d like to create a bootable version of Mojave on an external flash drive to run older Apple apps (e.g. Aperture) which is incompatible with Ventura. I downloaded the Mojave installer (10.14.6) app to my Mac mini’s internal SSD, but I get this message when attempting to open it:

”This copy of the “Install macOS” application is too old to be opened with this version of macOS”.

I want to install a bootable version of Mojave on an external flash drive ONLY. All recommendations welcome.

You don't run it, you use Terminal...

Mojave

sudo /Applications/Install\ macOS\ Mojave.app/Contents/Resources/createinstallmedia --volume Volumes/MyVolume

As BDAqua said. You can prepare an USB flash drive installer (or an external SSD installer as well). But it is recommended to then install the macOS on a SSD because USB flash drives are slow and not so reliable.
