Is apple care+ still valid if my partner is using my phone with their apple id but I continue paying for it monthly from my card associated with my apple id?

Applecare applies to a particular device, not a user as such. If you should need to use the service you would have to do it with your account though. If this is a semi-permanent loan you could consider transferring the plan to your partner.
