Messaging without cellular data

We have an old iPhone (8) and I have created another apple account to allow my daughter to use the Wi-Fi on this device at home. We want her to be able to send messages while on the home Wi-Fi. She does not have cellular service on this device. We keep letting error messages. Any advice?

An iPhone requires cellular service to setup Messages / iMessage. There is no way around this, as it needs to send an SMS to the activation service. Without cellular service, there is no way to send the SMS and to activate iMessage.

You can download and setup a different messing application that does not require SMS activation however.
