Safari 16.3 won't open .pdf, again. Adobe plugins are there

So once again fighting to get Safari to open .pdf from websites. Before 16.3 had managed to get it working under Safari settings / Websites and was to enable .pdf. Now it won't even give me that option. A lot of website aren't helpful as they are still on Safari 14 - 15 advice and settings are NOT the same. Read that Apple is moving Safari away from plugins/extensions and apparently breaking stuff that has been working. Any help with Safari 16.3 version !!! Running Ventura 13.2 OS System settings have also changed and WON'T allow you to change some things we could in the past. Ex. Screen resolution is now unchangeable under Displays.
