“This item is temporarily unavailable”

So I have a problem. I have this iMac from 2007 and I thought it might be a great idea to reset it, to clean the old files and play around a little bit with it. So okay, I pressed Command + r, then I pressed disk utility, after that I formatted the disk. I pressed install Mac OS X, it asked my iCloud, I logged in, then I’ve gotten the error. Okay, I decide to create bootable flash drive on my windows PC with multiple softwares. I’ve done everything correctly as tutorials say. I boot my Mac, I hold down option key and I don’t see my flash drive. When I boot with command + r it shows up on disk utility. After that, I’ve tried command + option + r, it boots to the same menu as command + r, shows the same error.
