Kohl's Card not eligible for apple pay on iphone 14 pro max

Wallet will not allow me to add my Koh's card. I get the message "card is not eligible for apple pay" Problem is I already HAVE another koh's card IN the wallet and it works fine. I have spent 2 weeks on the phone with Apple Pay and Kohls and both tell me everything is fine on their end and also with the bank and that the problem may be because I updated my phone from the 11 pro max last month. It seems the problem has been narrowed down to Apple and ios 16.3

It stopped after I have reset my phone, and the card disappeared from the wallet. It just says cannot be added. If I click 'try again', it says the card is added but it does not appear in the Wallet. Unable to add my card on Apple Pay I just got a new phone and have been trying to connect my card to apple wallet and it doesn't want to add my card. 1. i went to the bank, they said it wasn't on their end, 2. i called mastercard, they said there was no issue with the card, 3. called apple support, they can't see anything wrong, 4. went to the apple store and they couldn't see what was wrong, 5. connected my card to my boyfriends phone and it worked, so it is my phone the issue. Tried calling apple support again and they denied my request for a phone call. What is happening? [Re-Titled by Moderator]

cant add cards to apple pay anymore was able to previously add cards to apple pay but it suddenly just stopped working one day. i have contacted all card issuers (have tried to add multiple cards), my device is up to date, me region is correct, everything seems correct yet it still says "could not add card" when i try to.
