Before attempting to convert the file system from HFS+ to APFS, make sure you have a good backup of the drive just in case something goes wrong.
If you want to convert the file system of the boot drive, then you will need to boot into Internet Recovery Mode. Launch Disk Utility and select the "Convert to APFS" option from one of Disk Utility's menus. My guess is you will need to first select the HFS+ volume (aka MacOS Extended) on the left pane.
