Old iCloud video downloads slow

When I go in and try and edit old videos in the Photos app, it takes forever to download them. Just really, excruciatingly slow. Before you ask:

Yes, I'm on Wifi
I have a gigabit fiber internet connection
Downloads from elsewhere on the internet are very fast
We are talking 5 minutes to download a one minute HD video (not 4K)
Low Power Mode is off
I have tons of storage space available (using 85 GB of 256 GB)

The issue seems to be how the server is caching and serving up old videos. I don't seem to have this problem with newer videos. Knowing how data centers work, this is likely just because older videos are being stored in a way that takes more time to access and serve up to users. I understand this tradeoff, but it seems unacceptably slow to me. I pay a lot of money for iCloud storage and it should be faster than this.

Can you let us know more about the process you're using to try and download or edit those videos from iCloud? Do you receive any errors when this behavior occurs? If so, what does the error say? Does the issue continue if you connect to another network?
