Sorted by signing out Of iCloud in settings, then logging back in.
See my above solution. Sign out of iCloud, then back in..
Hi iCloudTerms,
To resolve your issue, let's restart your Mac by completing the steps listed here: Log out, sleep, wake, restart, or shut down your Mac - Apple Support
Best regards.
Do you have more than one account?

I tried your idea and it did work for me.
if has however tak n weeks for me to get everything back onto my laptop that was in iCloud. Some of the information I ended up taking from a local server and am now just storing g it there rather than in iCloud. iCloud is great but still a rough edge or two.
I have having the same problem. I have tried rebooting, installing Ventura 13.2, and it is still not taking yes for an answer.
I did have the problem resolved (See above)
Lasted a whole week, now it's back again..
Pathetic.
But only for a couple of days..It's right back
