Make sure that you have a good Wi-Fi connection and the battery is fully charged

Tap Settings

Tap General

Tap Software Update

The iPhone 6 Plus can update as far as iOS 12.5.7, but that is the end of the line

If you need to run iOS 15 or iOS 16, you will need a new phone.

• If you have an iPhone 5S or 6/6plus, the highest you can update to is 12.5.7

Updating an iPhone:

Use a Computer to Update:

Use my User Tip:  Update your iPhone Using a Computer - User Tip. If any updates are available, they'll install, sure enough.

In addition to the above, remove any add-on VPN client app, and remove any beta profile, and try again.

Folks with the beta still installed can be running some very old stuff.
