if that is outdated information...

I will say the current macOS Mojave including bug fixes and security updates is 10.14.6 (July 21, 2021)

your 13.0.1 was the introductory release of Venture back in October...

The current stable release of Ventura including bug fixes, security updates is macOS Ventura 13.2 I would start there.

If you installed third party Anti-virus that is the issue—uninstall it.

Third party AntiVirus is not recommended— it typically does nothing but add issues to the macOS and competes directly with Apple’s own built in security:

macOS - Security - Apple macOS - Security - Apple

Apple Platform Security - Apple Apple Platform Security - Apple Support

Protecting against malware in macOS

Protecting against malware in macOS - Apple Support

if no third party—Uninstall all third party apps that are Cleaners/Optimizers/VPN

all known to cause issues on the macOS
