Requesting refund for disabled Dark Sky app purchased outright from Apple.

How do I request a refund for Dark Sky that isn’t a recent purchase? I entered the transaction number, which was rejected. Purchase was made 28 months ago.

iPhone 11 Pro Max, iOS 16
