Apple Watch Series 3 swipe menu
My series 3 menu thing accessible from the watch face sometimes won’t swipe up, but when I restart it, it goes into a quick bootloop.

To start, you'll want to add more specific detail to your post. When you say it's in a "bootloop" what is happening? Is the watch just stuck on the Apple logo screen when you try to turn it on? Is the watch cycling between the Apple logo and a blank screen? It is just randomly restarting? Etc.
If you're having issues getting it to fully power on, you can try a force restart on it. Just press and hold both the side button and Digital Crown for at least 10 seconds, then release both buttons when you see the Apple logo.
You can also try resetting the watch if it's still not working properly.
