My phone got black listed

Blacklists are maintained by carriers. If she had her carrier blacklist her number it will blacklist any phone the SIM card is used in.

Obviously, Lawrence is correct. Contact your carrier and in the future should you ever need to contact Apple directly, I have shown you how.
