Saving gifs resulting in a still image

Currently saving gifs, whether it be through safari, messages, or anything else, results in the majority being saved as a still image. This issue has been present since iOS 14 and is still a problem on iOS 16.1.1. Aside from switching options to reduce motion and to auto play live photos which have done nothing, are there any workarounds to this bug that Apple is unable to fix?
