You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.

After you force quit the computer, then reboot and see where it leaves you...

I am going to suggest that your downloaded file has gotten corrupted and isn't loading as it should. It likely needs to be reinstalled. The download should take 45 minutes to an hour, followed by the installation which should take another 45 minutes, more or less with several automatic restarts. DO NOT use Wi-Fi to do the download. It is too slow and almost always fails because it is too slow for these very large files. Use a Wired Ethernet connection and all should go just fine.
