W what is JavaScript and how do I turn it on?

JavaScript in normally already "On" by default in Safari. Basically....and this is an oversimplification... it allows web pages to load faster.

If for some reason you want to turn off JavaScript.....

Tap Settings

Tap Safari

Scrolll way down and tap Advanced

Move the slider for JavaScript to Off
