Unfortunately the only way to download the macOS 10.11 installer is in .dmg format. Any computer can be used to download the .dmg file, but you will require access to a Qualifying Mac generally from 2008 to 2015 in order to run the .pkg file within the mounted .dmg file in order to extract the real installer app into the Applications folder. A Qualifying Mac is one which is compatible with macOS 10.11 although the Qualifying Mac can be running any OS. See this article to find a Qualifying Mac for macOS 10.11:

A few years ago I did have instructions for using the command line to manually extract files from the .pkg file in order to make a bootable macOS 10.11 USB installer, but Apple changed something and the instructions had to be modified...I have no idea if that method will even work these days. Even when the instructions worked, they were confusing to follow even when you were familiar with the command line. I don't currently have a link to those instructions.
You can try using DiskMaker X to make a bootable macOS USB installer, but I have no idea if it will work these days.
