I have recently re-installed Shazam and found all my saved tracks gone.
I logged to my every account (google, apple, email) to find that all of them are empty. Then I followed instructions to request a csv file but I only contained 1 song.
How can I restore my data in this case?

Per the article that you posted from, Use Shazam on Android devices:
"Find your previous Shazams in the Library, where you can preview songs to discover new music. And create a Shazam account to save all your Shazams in case something happens to your device."
and
"Find your previous Shazams
You can find your previous Shazams in the Library. In the Shazam app, swipe to the Library or tap the Library button.
To delete a Shazam, tap the more button 
next to that Shazam in the Library, then tap “Remove from your library.”
You can also save your Shazams so you won't lose them if something happens to your device."
If you used an account previously with that service, it would be necessary to log into it to access older data. It's also possible that you were using the service without an account in which case the data would be stored locally on your device and potentially removed if you uninstalled the app. If you have backups that might contain this information, it may be possible to restore or recover the necessary data from them.
