Control Center accessible even when iPhone is locked

I’ve changed the settings on my iPhone 11 Pro (running iOS 16.3) such that the Control Center should not be accessible from the lock screen (Settings, Face ID & Passcode, under ‘Allow Access when Locked’ Control Centre is turned off (i.e. radio button is not green).

However, when the device is locked, the Control Centre is still accessible when swiping down from the top right-hand corner (my partner has tried this so there is no chance of the iPhone seeing my face).

Same thing happens on my M1 iPad Pro 11".

Am I missing something – or is this a bug in iOS 16.3?

If Control Center is disabled in Settings > Face ID & Passcode, then this is the way to do it.

Try turning your iPhone off and on again. When your iPhone is switched on - do not enter your passcode (Face ID must be activated with a passcode after restarting) Then try to see if you can pull the control center down from the right-hand corner. You shouldn't be able to.

EDIT:

I don't have an iPhone with Face ID myself, so can't test it myself. But I can't pull up the Control Center on my iPhone SE if the Control Center is disabled.
