iCloud sync is stuck uploading - can't download folders

Ihm on a new MacBook Pro with osx Ventura - I've got my documents, desktop etc synced with iCloud (with more than enough space on it) and the upload seems to be stuck, it says: 6.086 documents to upload - 2.26 GB from 2.26 GB

When I try to download a Folder with the download cloud-icon below it, it says that the document couldn't be loaded and that I should check my internet connection.

My connection to the internet is fine.

I can download single files, but that's not a good solution.

Please help.
