Just bought the new MacBook Pro.Purchased WD "My Passport" external HD to use as Time Machine. Icon appears on Desktop, BUT Time Machine cannot see it.

Getting TMB to See a Non-Apple Drive:
Format to APFS: As is likely typed on the Original Packaging, you need to format this, when used as a backup on a Mac. Format it to APFS using the Disk Utility.
