I have a request from WhatsApp to upgrade but the app id is no longer valid can I change the id over to my current apple id

Are you attempting to update an app that was downloaded with a different Apple ID? If it was downloaded with a different Apple ID, that Apple ID password would be needed to update it. If you are currently signed into a different Apple ID, you'll need to delete the app and redownload it using the new Apple ID so that it is now associated with the current Apple ID.
