My IPhone 11 and iPad air don’t have the hourly option available on the Reminder app. Both are using iCloud to sync. I’ve tried switching off iCloud and restarting and switching on iCloud again, with no result. The hourly option simply is not available on the list where it used to be.

I just noticed the upgrade option and after installing it, the hourly option is now available. Reminders is selected in iCloud on my devices and luckily the upgrade solved my problem. Thank you for taking the time to reply to my question/problem.
Your Reminders are certainly not on iCloud. Please see the pic below which is self-explanatory
