Well I'm confused now. You said "This issue - and 'fixes' - was discussed extensively back in 2016/17." which obviously had nothing to do with Ventura. At any rate, hopefully someone will have an idea.
That doesn't fix the problem permanently. If you move to another mail box and then back to Inbox posts are again shown with the oldest mail at the top of the window. This issue - and 'fixes' - was discussed extensively back in 2016/17.
Some people, like yourself, don't encounter the problem, but many others do. I've only come across it since upgrading to Ventura. I suspect it's a rogue settings issue, but one which all the fixes proposed over the years don't actually solve.
Do you have a POP mail account by any chance? I've only used IMAP accounts for more years than I can remember. It could be a corrupt .plist file as well. Since I've never run into the problem, and yours is the first post I've seen with the problem, I have no suggestion on how to fix it. Hopefully someone else might.

Yes, it's a POP account. However, I've had it for years and the problem has only occurred after the Ventura upgrade. Good idea about a corrupt .plist file though.
The problem has clearly persisted or re-occurred over the course of various OS upgrades.
