On an iPad Safari is updated with the iPadOS version.
Update your iPad to iPadOS 16 to get the most up to date version of Safari.
If it's already running iPadOS 16, then you have the most up to date version of Safari, and any website that is stating you should update, may be mis-identifying the version.
