If I purchase a ringtone, do I have to pay monthly for the ringtone or is it a one time purchase fee?

also, if it’s only a one time fee when I switch phones for an upgrade and login to my Apple account, will I continue to have access to my already purchased ringtones?

If you purchase a ringtone it is a one time payment.

If you switch iPhones using the same Apple ID, you will have access to your purchased ringtones.
